We represented the Gambling Commission as interested party in a betting operator’s successful challenge to a licensing authority’s refusal of a betting premises licence, the Court declaring that notwithstanding certain provisions of the Commission’s statutory guidance to licensing authorities such a licence could be granted for premises not yet ready to be used because, for example, undergoing alteration or in the course of construction.
